Documents prepared for HLF3 Two reports on Monitoring the Implementation of the Paris Declaration—2006 and 2008—provided evidence of the progress made against the indicators and targets of the Declaration. A Progress Report complemented the monitoring survey by providing an overview of work on the 56 commitments in the Paris Declaration. It also provided a consolidated analytic overview of major “workstreams” for taking stock, sharing experience, and disseminating good practices.
The Evaluation of the Paris Declaration highlighted practical lessons learned on implementation of the Declaration. The evaluation was divided into two phases. The first phase emphazised input and output levels, through a series of partner country, development partner headquarters, and thematic evaluations. A second phase focused on outcomes and impacts to examine whether the long-term effects of the Paris Declaration are being achieved. Evaluation of the Paris Declaration
An independent cross-country evaluation of the Paris Declaration commitments was conducted by an international Reference Group, comprising members of the DAC Evaluation Network, partner country members of the WP-EFF and other interested countries, and representatives of civil society. The Evaluation comprises 8 of eight country-level evaluations of the implementation of the Paris Declaration principles, and 11 donor evaluations focusing on changes in donor policies and guidelines. The first phase of the Evaluation complements the international monitoring work with a qualitative assessment of progress and obstacles in implementing the Paris Declaration in its first two years. It highlights ways to strengthen the performance of both countries and aid providers, and prepares the ground for a second phase evaluation, to be carried out by 2011, which will focus on the effects of better aid in advancing development objectives.
