Which partner countries attended the HLF3, and how were they selected?

The Government of Ghana, host of the Third High Level Forum, extended invitations to the event. All countries that have adhered to the Paris Declaration (regardless of their income level) were invited. Since one of the objectives of the Third High Level Forum was also to broaden support for the aid effectiveness agenda, the organizers extended invitations to all low-income countries, to most high-income countries active as donors (in particular, all EU and OECD members), and to middle-income countries that either receive significant aid flows or provide them as donors. Overall, 162 countries were invited: 113 that have endorsed the Paris Declaration, 10 additional high income countries, 18 additional middle income countries and 21 additional low income countries.
