The role of civil society organizations in advancing aid effectiveness The role of civil society organisations (CSOs) in advancing aid effectiveness was an important aspect of the preparations for the Third HLF. The Advisory Group on Civil Society and Aid Effectiveness (AG-CS), a multi-stakeholder group set up by the Working Party on Aid Effectiveness, had a mandate to look into civil society’s functions as development actors in the broad sense, and its role in promoting accountability and demand for results. Starting in 2007, the AG-CS has carried out a broad-based consultation process that culminated in an International Forum in February 2008. The AG-CS presented its Synthesis of Findings and Recommendations at the Accra HLF and was supported by an Experience and Good Practice Paper and a Case Book. The International Civil Society Steering Group (ISG) has presented a CSO policy paper and organized a civil society Forum in Accra before the HLF.
