Key Messages:

• Design and apply a map of the political economy of the sector from the start of a sector program. It should take into account the specific characteristics of the sector and include relevant ministries other than the sector ministry.
  
• Establish realistic policies and plans that take into account the complexity of the achievement of results and commence implementation using national systems.
  
• Start to implement plans using existing capacity and put the strengthening of this capacity at the center of the sector program.
  
• Accelerate development partner reform process, orienting structures and incentives toward the achievement of development results and consequent increased aid effectiveness.
