Roundtable 1: Country Ownership Country Ownership: Whose ownership? Whose leadership? Capacity and ownership go hand in hand. Capacity development primarily is a development country responsibility, as stated in the Bonn Consensus. (LINK). It is needed to make more and more efforts to promote endogenous knowledge.
Sound evidence shows that policy conditionalities don’t work as intended. Donors should take this evidence seriously and respect country leadership when negotiating the terms and conditions of aid, including human rights.
Donors and countries should be transparent on their management of aid and facilitate information on the use of development assistance.
South-South and trilateral cooperation are new modalities of aid that may have a strong potential to capacity development.
