Managing division of labor is urgently needed, but this is not an end itself. The ultimate goal is better harmonization, alignment and transparency.

• Implementation of the division of labor process must be led by partner countries.
  
• There is a need to share good practices more systematically and agree on a set of principles of division of labor that will provide guidance and serve as elements for collective learning.
  
• Partners and donors need to agree on benchmarking and peer review processes in order to be held accountable on their commitment to cross- cutting issues. More work needs to be done by the working party on aid effectiveness on cross-cutting issues and new aid modalities.
