The preparation of the Third HLF was guided by the Working Party on Aid Effectiveness, an international partnership of developing and developed countries and international financing institutions, the OECD, the United Nations, and a number of thematic funds and partnerships.
- A Steering Committee provided advice on the content of the HLF. The Steering Committee was coordinated by the Chair of the Working Party, with the Government of Ghana and the World Bank as Vice-Chairs.
- The Core Group—comprising the Government of Ghana, the OECD Secretariat, and the World Bank—undertook much of the preparatory work, including overseeing the planning of preparatory events.
