The preparation of the Third HLF is being guided by the Working Party on Aid Effectiveness, an international partnership of developing and developed countries and international financing institutions. Many multilateral banks, the OECD, the United Nations, and a number of thematic funds and partnerships also participate in the Working Party.
  • A Steering Committee, set up under the umbrella of the Working Party, provides advice on the content of the HLF. The Steering Committee is coordinated by the Chair of the Working Party, with the Government of Ghana and the World Bank as Vice-Chairs.
  • The Core Group—comprising the Government of Ghana, the OECD Secretariat, and the World Bank—is undertaking much of the preparatory work, including overseeing the planning of preparatory events.

Partnership with the Advisory Group on Civil Society and Aid Effectiveness (AG-CS)—a new multi-stakeholder group set up by the Working Party on Aid Effectiveness—is expected to be an important aspect of the preparations for Third HLF. The mandate of the AG-CS is to look into civil society’s functions as development actors in the broad sense, and its role in promoting accountability and demand for results. Documents to be presented at the Third HLF

Two Reports on Monitoring the Implementation of the Paris Declaration—2006 and 2008—will be available to provide evidence of the progress made against the indicators and targets of the Declaration.

A Progress Report will complement the monitoring survey by providing an overview of work on the 56 commitments in the Paris Declaration. It will also provide a consolidated analytic overview of major “workstreams” for taking stock, sharing experience, and disseminating good practices

An Evaluation of the Paris Declaration will highlight practical lessons learned on implementation of the Declaration and will thus contribute to ongoing aid effectiveness policy debates, and to taking stock of implementation performance at the Third High Level Forum on Aid Effectiveness in Ghana. The Evaluation will be divided into two phases. The emphasis of the first phase will be on input and output levels, through a series of partner country, development partner headquarters, and thematic evaluations. The second phase will examine whether the long-term effects of the Paris Declaration are being achieved with an emphasis on outcome and impact levels. It will be completed after the Third HLF in Accra, in time for the Fourth High Level Forum.
