The Third HLF was made up of three complementary segments.

Marketplace of Ideas

The Marketplace of Ideas promoted information sharing, cross-fertilization of knowledge and approaches, and learning among the HLF participants by showcasing good and innovative practices and lessons in aid effectiveness. Countries and organizations displayed posters and written materials that highlighted their experience with harmonization, alignment, and managing for results actions to improve aid effectiveness.

Roundtable Meetings

Nine half-day Roundtables, most building on the work of international working groups, provided participants with an opportunity for in-depth discussion to facilitate and support work on aid effectiveness.


Ministerial-Level Meeting

The Third HLF concluded with high-level discussions and negotiation around key issues, culminating in the endorsement of a ministerial statement - the Accra Agenda for Action - that deepens implementation of the Paris Declaration.
