The Accra Agenda for Action (AAA) will be developed through a broad-based process of dialogue at both country and international levels. The purpose of the AAA is to deepen implementation of the Paris Declaration with a view to achieving the targets that were agreed in 2005. The AAA will also need to respond to emerging aid effectiveness issued identified since 2005.

Preparation schedule. There will be three milestones in developing the draft that will be submitted for discussion and approval at the Accra HLF.

  • Together with notes on the Consultation process, the first draft of the AAA was prepared in February and March 2008. These documents were released by the Steering Committee on March 18th, 2008.
  • As detailed in the notes on the Consultation process, the draft AAA was discussed at the Working Party on Aid Effectiveness (WP EFF) meeting in April, at regional preparatory events, and other venues. Key stakeholders in the preparation process for the Accra HLF were invited to submit comments.
  • Menu of Options was prepared as a companion paper to the First Consultative Draft of the AAA. This paper proposes an expanded set of options for actions on some of the topics that have been identified as being critical and requiring greater specificity and level of ambition. It is intended to facilitate discussion and consensus. Key stakeholders were invited to recommend for each of the 14 areas listed which actions, individually or taken together, would have the best prospects for significantly addressing identified bottlenecks and for garnering collective endorsement.
  • A revised second draft of the AAA was issued on June 30, 2008, reflecting the comments on the first draft. The revised draft will be discussed at the July meeting of the Working Party on Aid Effectiveness. All comments on the second draft of the Accra Agenda for Action should be submitted to aaa@accrahlf.net.
  • A final draft, reflecting the comments on the revised draft, will be submitted for endorsement at the Accra HLF.
