At the HLF, Ministers and agency heads are expected to consider and endorse the Accra Agenda for Action (AAA) to deepen implementation of the Paris Declaration and respond to emerging aid effectiveness issues.

The AAA has been drafted through a broad-based process of dialogue at both country and international levels, carried out through the work of WP-EFF and its joint ventures, regional preparatory consultations, the partner country contact group, the Advisory Group on Civil Society, and the non-DAC donor group. The views of more than 80 partner countries, some 60 CSOs, all DAC donors, and many nontraditional providers of development assistance informed the Final Draft of the AAA (dated July 25, 2008). The investment of time, energy, and financial resources by all participants in this process has resulted in a draft AAA that can support accelerated progress in aid effectiveness.

AAA Preparation schedule:

• February-March 2008: first draft prepared.
• March-June 2008: draft AAA discussed at the Working Party on Aid Effectiveness (WP EFF) meeting, regional preparatory events, and other venues; key stakeholders invited to submit comments.
• June 30, 2008: revised second draft AAA issued for comments.
• July 25, 2008: Final Draft AAA circulated to the Members of the Working Party on Aid Effectiveness.
• August 11, 2008: Final Draft AAA circulated to all Accra High Level Forum Participants.
